The Child & Adult Care Food Program is a federally funded program which is administered and funded by the United States Department of Agriculture (USDA), Food & Nutrition Services (FNS). The purpose of the program is to ensure that eligible children and adults who attend qualifying non-residential care facilities receive nutritious meals. To accomplish this goal, the CACFP provides reimbursements to qualified caregivers for meals and supplements (snacks) served to enrolled participants. While the FNS develops the regulations and establishes the policies needed to conduct the program, state agencies are responsible for administering the program on the state level and assisting sponsors on the local level.

The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
