Please read this message for two very important pieces of information related to funding for licensed child care facilities in the state of North Carolina.
Bonus Payments for Licensed Child Care Teachers and Staff
The Division of Child Development and Early Education (DCDEE) is pleased to announce bonus payments to child care teachers and staff for November and December 2020, as well as covering the employer portion of payroll taxes and other administrative costs. Detailed information about recording attendance for teachers and staff, administrative funds, and schedule of payments will be forthcoming.
DCDEE is grateful that many child care teachers, staff and programs have remained open to provide child care to children and families all across North Carolina. Teachers and staff are eligible for the full bonus payment amount shown in the charts below if they are not absent from work for more than 10 days during the month not related to COVID-19 closures. For new hires or staff missing more than 10 days not due to COVID-19 closures, the bonus payment will be prorated using a daily rate.
DCDEE recognizes the value in retaining qualified, experienced teachers and staff. Based on this value, DCDEE is incentivizing the retention of teachers and staff at the same program for the month of December. As of October 2020, the bonus payment amounts are as follows for those employed at the same program for November and December:
$450 per teacher - November
$600 per teacher - December
$225 per teacher - November
$300 per teacher - December
$250 per staff - November
$325 per staff - December
$125 per teacher - November
$165 per teacher - December
New employees or those who have not remained with the same child care program for both November and December will receive bonus payments in the following amounts:
$450 per teacher for

$125 per teacher for November & December

Operational Grant Amounts Now Available
The North Carolina Division of Child Development and Early Education (DCDEE) has provided monthly operational grants to open child care providers the months of April - August. These grants helped providers with monthly fixed operating costs during the COVID-19 crisis.
As outlined in Session Law 2020-97, DCDEE will continue to provide operational grants to licensed, private child care facilities that are open or have reopened for in-person programming. Funding will be awarded for the month of September, which is being awarded in mid-November, at the rate of 50% of the amount that has been received in previous months.
Private child care programs that are open for all or part of the grant award month and that have completed the reopening documents (Reopening Application & COVID-19 Child Care Provider Survey) are eligible to receive a grant award.
The same formula as previous months will be used to determine grant amount with the exception of the subsidy portion of the equation, as DCDEE is no longer stabilizing subsidy payments. Final awards for the month of September will be based on:
- Days open (prorated for programs reopening)
- Total number of children served in February 2020
- Star rating
- Infant and toddler enrollment
